REGISTERING FOR UNEMPLOYMENT INSURANCE

How to register for unemployment insurance within the state:

If you've never run payroll in Arkansas you'll need to register with the Arkansas Department of Workforce Services by completing the online registration here .  This link also provides useful Employer UI Information, including contact information.


TIP:

Future-date registration is possible for this state's unemployment insurance!

Once registered, you will receive an Unemployment Account Number (UI) and Unemployment Rate (%) which you will need to enter into Namely Payroll under Company > Tax screen (UI tax). 

Businesses that have run payroll in Arkansas before can find their 
DWS ID on Rate Notices of the Quarterly Contribution and Wage Report (Form DWS-ARK-209B) received from the Arkansas Department of Workforce Services or call the number below.

REGISTERING FOR INCOME TAX WITHHOLDING  

If you've never run payroll in Arkansas before you'll need to register with Arkansas Department of Finance and Administration. You'll want to select the link that says "Sign up" on the right hand side of the page.

Future-date registration is possible for this state's income tax withholding!

Once registered, you will receive a Withholding Tax Account Number (WH) which you will need to enter into Namely Payroll under Company > Tax screen (WH tax).

OTHER STATE TAXES THAT REQUIRE REGISTRATION

Texarkana, AR

If your business has employees who live in Texarkana, Arkansas, or who live in Texarkana, Texas and work in Texarkana, Arkansas, they qualify for an exemption from Arkansas withholding tax. 

If either of these scenarios applies, please have each eligible employee sign Form 
AR4EC(TX). You should also let the Arkansas Department of Finance and Administration know that you have at least one exempt employee. Please email chris.rice@dfa.arkansas.gov the following information:

STATE INCOME WITHHOLDING FORMS

Namely uploads Federal and State W-4 documents to your HRIS site for use during Onboarding, or if you need to send W-4s to employees who need to make withholding adjustments. 

TIP:

The most up to date W-4 documents can be found in the Namely section of the Document dropdown menu in Onboarding and Manage eSignature

Form Name: AR4EC

Accepts Federal W-4: Yes

Comments: Employers must obtain from each employee an exemption certificate, Form AR4EC, Employee's Withholding Exemption Certificate, showing the number of exemptions claimed for withholding purposes. If a worker fails to provide the form, employers must withhold on the basis of zero exemptions.

The federal W-4 form may be used in substitution for the state AR4EC form; however, the state does not allow certain exemptions applicable under federal law, such as old-age, deafness, blindness, the special withholding allowances or itemized deductions. Employers using the W-4 are responsible for modifying the form to meet state requirements.
